Windows displayed too tall


I have a Toshiba Satellite notebook withWindows Vista Home Edition. I'm having trouble with some windows displaying too tall, i.e., Display Settings window, Outlook window to add new contacts, etc. I know that adjusting the display resolution via the Display Settings window can change the size and appearance of displays/windows. However, that's part of the problem. I can readjust the resolution using the bar on the Display Settings window; however, the window is so tall that the "apply" button is not visible on the bottom of the display and I can't move the window high enough on the screen to get to it. I have a similar problem when trying to add new contacts in Outlook - can't see the button to appy the new email Contact information. I've been working with computers for many years, but have never experienced anything like it.
