SCREEN RESOLUTION AND DESKTOP ICON PROBLEMS

HELP ME SOMEBODY PLEASE! :(
My Desktop icons are huge and I cannot make them smaller. They take over my entire desktop. I have tried right clicking and putting them to classic view but this does not help.
My screen resolution is set to High but it seems the writing is much smaller. I tried it the next one down but it doesn't solve anything. Before this happened, when I used the internet I had to use the bar at the bottom of the page to scroll across to see the entire page, now the whole page fits on the screen but the writing is much smaller.
I am sooooo tired of looking for answers. I just want my computer to look and act the way it use to.
I have Windows Vista Home premium 32, ie 8, PLEASE HELP!!!!!!!!

Thankyou for your help. I tried the ctrl and scrolling but this just made the picture on the icon smaller and left the lettering below it the same size. I think I shall try to delete some icons first then see where I am. Ever since the screen resolution problems started it's just gone from bad to worse. Thank you for your help on this one.
