How to enable Bluetooth for my laptop?

Sorry in advance because this post may not be relevant to the forum but I'm so frustrated now. I wonder if i can enable Bluetooth for the Windows go after Vista such as Windows 7? I've been searching ways to enable and install those things for my laptop but I've not got them. Thank you.
