Windows 7

Can anyone tell me if it is advisable once Windows7 is launched to just get an update for Windows Vista Home Premium and it will work acceptably or to get a full version of Windows7?

If I have to get a full version how does it work? Do I Format the hard drive and then install everything starting with the operating system?
