DVD storage capacity for videos

I just read in the "How to Burn Video using Windows DVD Maker" tutorial, that George burn a 107-min video that had 21.6 GB.
My question: How many DVD's that he had to use?
I have a 4.7 GB DVD-RW and was hoping that it would suffice for a 45-min video. But now I wonder.
