Restart, shutdown, and hibernate buttons

Recently, I lost the buttons for shutdown, restart, and hibernate in my start menu. I powered up the computer yesterday and they were gone when I went to shut off. The only thing I can think of is that I have a registry cleaner installed on my computer and somehow this program removed it, although, I have had it for about 6 months and run several "cleanings" before without this happening. Does anyone have any possible solution to this problem. I looked at the tutorial on this website called "putting back restart, shutdown, hibernate and sleep buttons" but I was still unsuccessful because some of the options that the tutorial listed to be in the control panel were not there.
